This session will feature the first two critical elements identified by the PBP Work Group to enable and accelerate the adoption of PBP models – patient attribution and financial benchmarking. Dana Gelb Safran will review the Work Group’s draft white paper recommendations, including the proposed approach to patient attribution, and will also share experiences of Blue Cross Blue Shield of Massachusetts implementing and using a claims-based attribution algorithm in a PBP model. Work Group members will highlight key recommendations from the paper on financial benchmarks in PBP models, including the proposed approach to achieving convergence on financial benchmarks regionally and ultimately, nationally and also how financial benchmarks are a foundational component for providers to delivering high quality, cost-effective, and patient centered care. Read the draft white paper on patient attribution here (link) and financial benchmarking here (link).
Objectives:
Participants will gain better understanding of 2 foundational elements of PBP models – attribution and financial benchmarking – and important technical, operational and practical considerations related to each in the move to population-based payment models.
