Sai Ma, Ph.D., M.P.A., has nearly 20 years of experience in health care, including holding leadership positions in government, academia, research organizations, and health insurance. She has extensive expertise in health care research and evaluation (over 30 publications), quality measure development and application, health equity, Medicare policy, and value-based purchasing programs.
Dr. Ma is currently a staff vice president at the Enterprise Quality Organization at Elevance Health, where she oversees the development and implementation of whole health and patient safety strategies as well as CAHPS administration and provider quality measurement. She has led work in identifying health disparities and improving health equity while working at Humana and the National Quality Forum (NQF), led the evaluation of several payment models including the Value-Based Insurance Design at CMMI, and was a subject matter expert for the MA-PD Star Ratings and CAHPS at CMS. Most recently, she served as a co-chair for the Core Quality Measures Collaborative health equity work group.
Dr. Ma has a Ph.D. in health policy analysis from the Pardee RAND Graduate School and an M.P.A. from Maxwell School of Syracuse University.
