Nicholas Minter, M.P.P., is the director of the Division of Advanced Primary Care at the CMS Innovation Center, which leads primary care practice transformation work within the Centers for Medicare & Medicaid Services (CMS). During his nine years at the CMS Innovation Center, Mr. Minter led the Part D Enhanced Medication Therapy Management model before leading the development of several primary care models, including Primary Care First and Making Care Primary.
Before coming to the CMS Innovation Center, Mr. Minter served as a senior budget analyst at the Department of Health and Human Services in the Office of the Secretary, where he advised on hospital payment policy and health care reform implementation. Prior to that, he worked as a Presidential Management Fellow at what is now the Center for Consumer Information and Insurance Oversight.
Mr. Minter received a Master of Public Policy from Duke University and a Bachelor of Arts in public policy and geography from the University of North Carolina at Chapel Hill.
