Kathleen G. Noonan, J.D., is president and chief executive officer of the Camden Coalition, a multi-disciplinary nonprofit in Camden, New Jersey. Established in 2002 as a citywide alliance of primary care providers, health and social services organizations, and community representatives, the Camden Coalition aims to deliver better care to individuals with complex health and social needs by developing and testing care management models and redesigning systems in partnership with consumers, community members, health systems, community-based organizations, government agencies, payers, and more, with the goal of achieving person-centered, equitable care. The Camden Coalition launched the National Center for Complex Health and Social Needs in 2016 to serve as a professional home for the emerging field of complex care with support from founding sponsors AARP, The Atlantic Philanthropies, and the Robert Wood Johnson Foundation.
Previously, Ms. Noonan spent 10 years working at the Children’s Hospital of Philadelphia (CHOP). In 2008, she co-founded PolicyLab at CHOP, to connect clinical research with real-world health policy priorities. She later served as an associate vice president managing the board and other projects for the chief executive officer. She continues to serve as adjunct faculty in the Division of Pediatrics at the University of Pennsylvania Perelman School of Medicine and serves as mediator in numerous public-impact litigations concerning health, behavioral health, and human service issues. For example, she currently serves as mediator in a large class action case involving children who are in the custody of the Office of Refugee Resettlement of the U.S. Department of Health and Human Services. Prior to her work at CHOP, Ms. Noonan worked in a variety of public policy positions and practiced law.
Ms. Noonan received her J.D. from Northeastern University School of Law and her B.A. from Barnard College, Columbia University.
