Andréa E. Caballero, MPA, is the program director for Catalyst for Payment Reform (CPR). Ms. Caballero has 20 years of experience in the healthcare industry. She is currently responsible for leading CPR’s research on tracking payment reform at the state level and has served as the lead technical advisor/subcontractor to the Health Care Payment Learning and Action Network (HCPLAN) annual measurement effort since 2015.
Prior to joining CPR, Ms. Caballero served as Vice President, Enterprise and Health Services Policy, for UnitedHealth Group, one of the nation’s largest health and well-being companies. There, she worked on a range of health care policy issues at the state and federal levels. From 2002-2005, Ms. Caballero was a member of PacifiCare’s Public Affairs team as the Director of State Government Relations for the Western Region. Before joining PacifiCare, she was with Humana where she served as a Regional Legislative Manager. A Wisconsin native, she began her career in Madison, Wisconsin working for the State Senate and as a Legislative Liaison representing various issues before the state legislature, regulators, and administration. Ms. Caballero received her MPA from Brandman University and her Bachelor of Arts degree from Ripon College.
