Dr. Flemming is the Director of the Transforming Clinical Practice Initiative. At CMS, he serves in the Center for Clinical Standards and Quality (CCSQ) Quality Improvement and Innovation Group (QIIG).

Dr. Flemming is a national healthcare industry leader in quality improvement, value-based purchasing model design, rapid quality improvement and value-driven transformation, and the practical application of innovative solutions. Research interests include large-scale quality transformation through implementation science, the development of quality metrics, access to care, logistics/resource management, health services utilization and enrollment, organizational change, healthcare delivery forms, costs, and outcomes, and the evolution of health care organizations using well-designed research methodology. Additionally, as an Air Force Medical Service Corps Reservist Officer, he reports directly to the Air Force Reserve Command Surgeon and leads on the application of best practices to improve population health and continuous process improvement to all-hazards response preparation and medical operations support.
