Dorothy Teeter, MHA, is a member of the Health Care Payment Learning & Action Network’s Guiding Committee. She is Director of the Washington State Health Care Authority (HCA), which, as the state’s top health care purchaser, covers more than two million public employees and Apple Health (Medicaid) clients. Ms. Teeter has 30 years of experience as a visionary in health system transformation at the local, state, and national levels. As HCA Director, Ms. Teeter has helped lead the successful implementation of the Affordable Care Act, expanding Apple Health coverage to an additional 500,000 Washington residents since 2013. She also oversees a plan to enhance the state’s approach to worksite wellness and led a successful statewide planning effort that resulted in a $65 million Centers for Medicare and Medicaid Services innovation award in late 2014. Before joining HCA, Ms. Teeter served as a senior advisor at the U.S. Center for Medicare and Medicaid Innovation in Baltimore, where she directed the development and launch of a $1 billion health care innovation award program. She also has served as Interim Director and Chief Operations Officer for Public Health, Seattle & King County, as a senior executive at Group Health Cooperative, and led strategic planning and ambulatory care services management at Children’s Hospital, the leading pediatric research and teaching hospital in the Pacific Northwest. Ms. Teeter is a clinical assistant professor at the University of Washington School of Public Health Department of Health Services. She holds a bachelor’s degree from Muhlenberg College and a master of health administration from the University of Washington.
