Sarah McHugh (CMS) Sarah McHugh, MPH, is a lead of the Comprehensive Primary Care Plus (CPC+) model. She joined CMS in early 2014 and worked on ACO models before pivoting to the policy development of CPC+. Prior to working at CMS, Sarah worked in politics and in the U.S. House of Representatives. Sarah received her MPH from the University of Michigan School of Public Health and her BA from University of Pennsylvania.
