Emily Loman (Wisconsin Department of Heath Services) Emily Loman, Policy Initiatives Advisor, Wisconsin Medicaid. Emily has been an advisor to the Wisconsin Medicaid Director since 2014. In addition to the many high-level policy initiatives she leads, she also serves as Project Director for the HCIA Round Two award, which tests new delivery and reimbursement models for the care of children with medical complexity and high resource utilization. Prior to her work at Wisconsin Medicaid, Emily served as advisor to the state employee group health program at the Wisconsin Department of Employee Trust Funds. Emily has a bachelor’s degree in history from the University of Michigan and a law degree from the University of Colorado.
