Vice President of Private Market Innovations, America’s Health Insurance Plans

Armando DelToro is Vice President of Private Market Innovations at America’s Health Insurance Plans (AHIP), with focus on provider payment reform and health care quality standards. Prior to joining AHIP, he was National Directory of Quality for Optum Care, part of United Health Group, where he worked with large multi-specialty physician practices on development of Risk Adjustment and Quality measure program performance strategies.
Prior to joining Optum, he was with United Health Care for 12 years in different leadership roles, most recently as Regional Business Strategy Lead for their Medicare and Retirement division, responsible for developing operating strategy relating to Plan Star rating improvement. Prior to this position, he successfully oversaw the Specialty Benefits Client Implementation Management division responsible for all new and renewing external client plan benefit creation.
Prior to joining UnitedHealth Group, Armando was Sr. Financial Systems Analyst with Coventry Health Care, as part of a financial team responsible for leading the successful PeopleSoft Financial System upgrade, including design, testing and implementation.
Armando holds a Bachelor of Health Science Degree from Florida Atlantic University and a Master of Health Administration from Florida International University in Miami Florida. He is a Fellow of the American College of Healthcare Executives and was Board Chair for the Montgomery County Board of Social Services.
