Craig Behm, MBA, is the president and chief executive officer of CRISP, the state-designated Health Information Exchange (HIE) for Maryland, and CRISP Shared Services (CSS), a nonprofit support organization that provides technology infrastructure and other core services to HIEs across the nation. Mr. Behm has led critical projects in conjunction with public health departments and other HIEs including public health investigations, SUD, infectious diseases, end of life registry reporting, SDoH, ENS, and implementation of consent tools.
Prior to his current role, Mr. Behm served as executive director of CRISP and oversaw all statewide activities. He’s been instrumental in passing key legislation to improve interoperability and public health outcomes in Maryland, including a state statute designating CRISP as the first state-designated Health Data Utility (HDU) in the U.S.
Mr. Behm has extensive experience in value-based payment reform and health information technology. Previously, he was the executive director of MedChi Network Services, a subsidiary of the Maryland state medical society, where he led the start-up of three Advance Payment Medicare Shared Savings Program Accountable Care Organizations. He then worked at a health information software, strategy, and services company, and focused on the modernization efforts for Maryland’s unique all-payer hospital rate setting system. Mr. Behm also serves as an instructor at the University of Maryland Baltimore County master’s program in health information technology, where he teaches quality and process improvement. He has a Master of Business Administration from Loyola University and Bachelor of Arts from University of Maryland, College Park.
