Director, Delivery System Reform, DHHS, Office of MaineCare Services
Olivia Alford, M.P.H. is the Director of Delivery System Reform for the Office of MaineCare Services, Maine’s Medicaid agency. In this role, Ms. Alford leads efforts to design and implement care delivery and payment models that align incentives across stakeholders and promote the delivery of high-value care for MaineCare members. Most recently, Ms. Alford and her team succeeded in reaching MaineCare’s goal of having 40% of MaineCare payments included in alternative payment models by the end of 2022. She has been with the Office of MaineCare Services for over eight years and has deep knowledge of Medicaid payment and coverage policies, with an appreciation for the complexity of implementing reform efforts in the real world. She serves on Maine’s State Employee Health Commission and various advisory bodies throughout the state. Ms. Alford has a background in working with various sectors to better serve high-risk populations ranging from program design to evaluation of public health interventions. She holds a master’s degree in Public Health with a focus on Health Management and Policy from the University of Michigan. She currently lives in Portland, Maine.
